Add events to the topic review while posting and moderating posts

I'm writing an extension that adds the post number at the top of every post so that users can refer to other posts by their number, e.g. #4, #7 etc. I want to add the topic numbers to
1) the topic review when composing a reply and
2) the MCP when reviewing a topic
as well.
