The force_delete_allowed flag does not affect actual posts deletion ability

force_delete_allowed flag was added here https://github.com/phpbb/phpbb/pull/2445

• While setting the the force_edit_allowed flag actually makes editing available, this is not the case for force_delete_allowed as it's not implemented neither in posting.php nor in function phpbb_handle_post_delete in functions_posting.php.
