Old email address missing from log when user changes email address

When a user changes their own email address in the UCP, the email they changed from is not stored. A message appears similar to this:

User “john” changed email
» from “” to “john@smith.com”

We would expect this look like this instead:

User “john” changed email
» from “johnsmith@somewhere.com” to “john@smith.com”
