Deny prosilver's uninstallation

The prosilver style should not be disabled at all, too many styles depend on it if not all at the moment. There are enough options available for the administrator to choose what should be the behavior of the forum regarding the styles to use or not.

At least an explicit warning should be issued within/with a confirm box of sort.
