Enable Emojis and rich text in forum name

Replace Emojis and other 4bit UTF-8 chars to Unicode Code Points.
Using their Hexadecimal notation. Doesn't interfere with Japanese or Cyrillic etc.

Basically is what the parser does, we are not using it though.
