Description

Add PHP 8.2-dev builds to ensure compatibility.
Also move from windows-2016 env to windows-latest as Windows 2016 hosted runners will be removed from GitHub actions since March 15, 2022, see https://github.com/actions/virtual-environments/issues/4312.
